- Player A is on the 8 ball and it's Player B's turn who has one ball left. He doesn't have a good shot so he scratches on purpose. The eight ball is behind the dot from the break side of the table so Player A can't legally hit the 8-ball without banking the cue ball all the way down the table. Does the eight ball get spotted on the other end's head string on the dot or is it ball in hand or?

- You are playing by old rules that haven't been around for years.
All current bodies of rules now play the "ball in hand rule" which states that in the event of a scratch or foul, the incoming player receives ball in hand. That means that the incoming player may place the cue ball anywhere on the table and shoot in any direction.
In old time rules, you would have to kick at the ball behind the line. That no longer applies. By shooting the cue ball into the pocket gives the opponent ball in hand and they may shoot at the 8-ball directly from where they place the cue ball.

- In the game of one pocket is the 3 scratches in a row being loss of game a rule such as in 14-1 or must this be established before playing. Also if you are playing the 3 scratch rule being loss of game in 1P, must you notify the person on two that he is on 2 before he shoots?

- In tournament play, it is a rule. In gambling matches, it should be determined by both players prior to the match whether to use that rule or not.
Yes, your must notify your opponent when they are on two fouls prior to their next inning.

- If I were to put a mark half the distance of a cue ball from the tip of the cue back to that distance. Then drew a mental line to the center of the cue ball to that mark. Would it tell me what fraction to hit the object ball if hit the cue ball at its center? What are the limits to that type of aiming system?

- What a great question! Let's see how to answer it.
You are referring to the "ghost ball" or "Fractional " aiming systems. If you can visualize the center of the ghost ball, just aim the center of your cue ball at that spot. No limitations, great aiming system.
One thing that I have changed in my personal game was to aim my cue stick, not my cue ball, at the center of the ghost ball. For me it works wonders.

- No. Only after a scratch on the opening break shot. After that it is cue ball any place on the table.
