- What is the penalty for not racking the balls as proscribed in Rule 3.2 ?
- Charles Minehart, Chambersburg
- If the opponent does not say anything and the balls are broke, there is no penalty and the game will continue. If the opponent objects before the balls are broke, they will be re-racked to meet the rule.

Because there seems to be many different sets of rules, I thought I would start by asking you the question: is there a rule that stipulates that only sighted individuals can play in pool tournaments? This young man asks a different billiard question every day and normally I can find an answer that satisfies him. I'm stumped on this one.
